Stuck at Loading Screen on 100% (NEED HELP)

Basically what's been happening lately has been a loop of getting LeaverBuster'd on regular queue'd games. And this is how it plays out.

1. I'd load up queue, and select my champ, game starts loading up the match
2. The loading gets stuck at 100% with sounds of the game appearing every 45 secs or so
3. I'd come in late, or the team has already remade.
4. Start next queue with warning of low queue, it happens literally again
5. I get low queue, have to wait 20 mins for each game, which then the loading screen loads up perfectly compared to the first two that got me in the predicament
6. After clearing all 5 low queue matches, I queue up in normal queue in hopes to actually get some more games in.
7. Repeat Step 1 and so forth.

I'm on Low Specs mode, and all my graphics are significantly low. What's up with that Riot?
