Scroll wheel no longer works in game

My old mouse would randomly zoom all the way in while I was playing League, so I found a way to disable it here: https://www.reddit.com/r/leagueoflegends/comments/2zx2l4/anyone_knows_how_to_disable_mouse_wheel_zoom/crd1fuz/

I have a new mouse with a good mouse wheel now, but I can't find ANY way to enable the mouse wheel in game again. I tried reinstalling the client, changing the added value in the input file to 1 and then 500 when that didn't work, deleting the config folder and starting a custom game (which works in that game, but afterwards it reverts), and none of these things work (for more than one game at least).

My mouse wheel is enabled on my PC. Is my client bugged or is there a way to reset this? I'd like to be able to scroll through the shop for convenience instead of click and dragging down.

I really have no idea how to fix this... still. Deleting the config file only works for one game and it's really inconvenient since it also resets all of my other preferences/hotkeys for that game.

I have tried clicking the "Restore Defaults" button, too, but it only resets my hotkeys if I'm on that page of the settings. Idk, maybe I'll just have to work without the scroll wheel. I appreciate the utility of it, and I wish I never disabled it in the first place. I didn't know it would be this difficult to reset.
