Minion lag and shop lag

So im not sure if this happens to a lot of people. But its very common for me these past two patches. And that is minion lag and shop lag. Now at first I thought it was FPS but then I fixed that, and now im running 70-120 FPS with 75-130 ping. Which is alright.. its not the best. But its good enough for league. Now I have to deal with minion lag. Now I have gotten two types of minion lag the first type is that they just freeze early on but this rarely happens. A more common thing is cluster lag. usually happens after inhibs explode. where there are so many minions that it makes me lag. On top of that the shop lags when this happens and it lags bad. I buy an item, it refunds it and it keeps on going on and on till the game realizes I bought an item.
