My league game keeps alt-tab ing about once or twice a game
Every game I am focussed on my lane, just to then see 5 full seconds of my desktop, after a black screen and then back to league. How do i solve this issue? Is it my ram?

Happens to me too. Do you use two monitors with the expand desktop function?
That sounds like another program trying to popup. Some time ago Microsoft Office had some updater thing that would open a command prompt really quick and give a similar effect to what you're describing.
If you can't track it down, play League in Fullscreen Borderless mode. It makes alt-tab a lot faster.
