Graves Trinity Force Bug??

Was recently testing a Graves build out and noticed that quickdraw only procs the spell blade effect only if you don't need to reload. Was wondering if that was intended or not.

Just to make sure it wasnt the Trinity Force cooldown...... it wasnt that the Trinity Force was on cooldown was it? Otherwise I would say that is more likely a bug than intentional.
