Sion: Unable to use Q and R abilities.

I was playing as the champion Sion and got the Item "Righteous Glory" which has and active ability. Shortly after using this ability, I was unable to use my "Decimating Smash" and "Unstoppable Onslaught" abilities. Although restarting the client seemed to fix this, by the time I had reconnected, the game was almost over.
