[CLIENT] Summoner Level Up/ Beta Client Doesn't Update/ Restart Required

When I gain a new level on my summoner's overall account level, I don't get access to my new Runes or Mastery points, I must restart the Client to fix this. It only affects me on the new Beta Client, not the original old client.
