[GAMEPLAY] Semi-locked camera and center camera on champion

When using the semi-locked camera setting, the 'center camera on champion' hotkey does not work. Semi-locked camera has been an option for a long time now and the 'center camera on champion' hotkey still does not work when using it. I actually discovered this back when the semi-locked camera option became a thing but never bothered to report it because I thought I would never use it. After playing a lot of Heroes of the Storm, I came to like semi-locked camera but having the 'center camera on champion' hotkey not work with the semi-locked camera option makes the experience less intuitive. First time League players who only have MOBA experience in Heroes of the Storm could really appreciate if this bug gets squashed.
