Nocturne Fear Bug.

I was playing a game earlier as jungle nocturne and found that about 70% of the time when I used my e on a jungle monster. I couldn't use my basic attacks until the channel was finished and the monster was feared. It may have been a coincidence but the problem happened more often on wolves and blue buff on the red team's side of the jungle (I didn't go into the blue jungle much). I also didn't notice this happening against enemy champions/minions but I'm not 100%.

Not sure if this matters or not but I was using the Eternum Nocturne skin while I was experiencing the bug.
