Dodge penalty stuck at one hour?

I hadn't dodged a single time today, but when I tried to start a game it said I have to wait 58 minutes. I figured that's fine, I'll just wait a bit, and played a couple games on another account. When I was done I came back and it had about two minutes left, I waited that time, and when it hit 0 I tried to start a game, and it went back to being on dodge penalty for an hour. I'd rather not have to wait infinitely before playing again and I can't find anything about anyone else having this same problem, so I'm not sure what to do.
