Leblanc Q-Sigil Damage Descrepancy

As discovered by bug-detector Bjergsen, the patch notes say the bounce damage from using Leblanc's q on sigil of malice targets applies a damage buff to minions. The patch notes reads: 120%, while in game it says the bounce damage to minions is 70%. So, which one is correct? (Btw you really need to start paying this guy for his services, especially since now he can add Leblanc to his already impressive Aurelion Sol resume ;))
