Graves bug or script???

This is literally either the most annoying bug to not be caught on the pbe or it's a script/hack...he literally can cast dash after every single auto...i also experienced this in one of my games. Btw this is live server...idk if I can type somebody's summoner name but if I can I know the summoner name of the player from my game

It's not a script, seen so many people make this mistake.

It's an exploit.
