Rugged Garen Skin - Missing Particle-Effect

Hi there! I just noticed, that the Rugged Garen skin is missing an effect on his Ulti-Cast. Normaly when he casts his ult, he sticks his sword into the ground, screams JUSTICE!!!! ,his sword begins to_** glow and shine**_ and the ulti pops up. But Rugged Garen thinks: Who the phuck needs that? And just stick his sword into the ground and his ult pops up. ¯_(ツ)_/¯ It's maybe not a real bug/problem or something, but it's an missing effect and it makes the Rugged Garen Skin a bit worse to me than other skins. So please notice me Rito-SENPAAAI and let his cute little sword shine too. :3

can you also look into giving him his punch animation back? (yes, still)

my idea would be to make it proximity based. when he attacks an enemy further away, he uses his sword. when he attacks one very close to him, gauntlet to the face.
