's E (Barrels) is supposed to correspond with the plunder effect of his Q (Parley), and give the gold and silver serpents accordingly. After multiple attempts it seems that no matter how many minions I kill with a barrel explosion I never receive that gold or silver serpent. Thank you very much for the upcoming bug fix [slayer-pantheon-thumbs]

It will only give you the Q Plunder effect if the barrel which killed those minions was triggered with a Q. It's not like Soraka's W and Q interaction where merely having her W grants the effect on her Q. Gangplank's Q and E require Q to trigger the E's last hit explosion.
