Bug with the right CS not showing

I believe there is a bug with the correct CS not showing during games. I was duoing with my buddy and i noticed an enemy who had about 140 cs at a moment, and then i checked again and it said he had 40. I wanted to make sure that it wasn't just a problem with me so i made sure by asking my friend who had the same problem. This happened in other games as well but this was the game in which my friend told me he had the problem too. This problem can be kind of misleading so please look into it. Thanks!
