Mystery skin even though I don't own all of the champions

Hey Riot! I just wanted to drop by and let y'all know: I still have 6 or 7 champions I haven't gotten and y'all gave me a skin instead of a mystery champion. Not that skins bother me, but I would much rather have the champion over the skin even though the skin was a 1350 skin. Anyone else have this issue?

This is intended. You must have at least 10 champions worth 520 RP or higher to receive a Mystery Champion.
