Redownloading League Of Legends?

So I was playing an ARAM as Sion, just playing normally and my computer crashes, my belief is that it was a heat issue. So I leave my computer for an hour and come back to a League Of Legends Client giving me the TOS as if it was my first time opening the game, and my region is set to NA even though I'm from OCE and that's what I regularly play on. It doesn't remember my information and gives me a huge patch to download and even prompts me in the bottom right to "CREATE ACCOUNT" as if it was my first time playing, I also have the background screen Welcome To League Of Legends in place of the winter wonder background. I have tried running as admin, restarting my computer and moving around the place of the game files but none of this seems to fix the problem, help please?

Update: No Longer Actually Able To Open The Client After The Update, I Have Now Done A Disk Check, Run As Admin and am now trying to redownload the game again, I have used the provided uninstall tool as well.

Another Update: Game Fully Re-Installed, Game Is Stuck On "Scanning | Game" I have run a disk check, no corrupted files, updated windows, changed the UAC options to never notify, run the game in adminstrator status and it still will not get rid of this glitch that I have.
