Chat restriction is broken

When on A chat restriction there currently is a bug, where after you use your first 3 messages the game will continually state that your next message wont be available until 4mins in.

This happens whether or not you used them before or after the four minute mark, limiting your messages to only three per game.

Yea, and apparently asking team to secure river, and at the most vulgar telling someone to stfu for wanting to report your teammates when they were a large part of the problem. That's worth a chat restriction. Then you actually want to tilt me by not even giving me 5 messages? You want to see me tilted, because that's how you do it.
