[Gameplay] Olaf Q (Undertow) flash distance bug (also Azir)

Olaf's Q, when cast at max range very quickly after a flash will only travel the maximum distance from before the flash.

1. Place cursor away from champion at a distance greater than the max range of Q Diagram: |Olaf|----------|Max Q Range|-------------|Cursor|
2. Cast flash and then cast Q towards cursor without moving it, in quick succession

Expected behavior: The Q travels to the aimed location after the flash. Actual behavior: The Q travels a shorter distance. Reproduced 4/4 times in a custom with 200 ping. A friend with 100 ping also reproduced it with 100% accuracy.

The same bug also occurs with Azir's Q, where if you flash and then cast Q at the max range in quick succession it will only travel a portion of that range.
