Load screen 100% freeze

First off, I'm new to LoL. I played in 2014 for awhile but just came back recently. The problem I'm having is that after champ select my screen locks at 100% loaded. It won't let me Alt tab, Alt F4, or even ctr alt delete to the task manager. Basically I have to "sign out" of my computer or restart. I know its minor but im trying to become a better player and this is just not helping me at all. Thank you in advance for any help you can give. I did make a ticket and run the HexTech Tool that Riot had suggested I do. I'm running windows 10 with an Intel Core i7-8700 3.19 GHz with 8gb RAM (7.89) usable. I have my settings at medium high for in-game. One thing I noticed is that the game says (32- bit operating system) my system is a 64-bit operating system with a 64 based processor. Clearly I know very little about computer tech. Help me help you ( support player)! Thanks again!
