Victorious Morgana Skin not loading.

I played one game as Morg in team builder i was support and i clicked the new Victorious morg skin and i had the firewall thing pop up a couple times asking if i wanted to keep trying. Finaly i hit no, then the reconect came up on the LoL client pressed it and it finally loaded. played the game the skin worked out great (was very gorgeous) then decided to play a second game. this time blind pick Picked Morg picked skin went to loading screen firewall again only twice this time, it loaded but on the loading screen NO SKIN.... oh well maybe i missed clicked.... sooo i played game, made a custom game for aram to see if skin would load it didn't, tried again on summoners custom no skin.... So the issue is i am selecting Victorious morg skin in the pregame chat room, yet when loading screen comes up its not there. nor is it in game
