[CLIENT] [BUG] Resolve Mastery Display

This is a visual bug under the resolve masteries. To my knowledge, it only occurs during champion select. The masteries description just keeps flickering from the top left to the bottom right corner as if the system doesn't know where to place the description.

This only happens when you're trying to change masteries in champion select.

I've only attempted this in ranked but I'm almost certain that it occurs in other modes too.

Steps to re-create:

1. Que up for a match
2. Get into champion select
3. Attempt to change masteries
4. Hover over the Resolve keystones
