[GAMEPLAY] Azir's E-Shifting Sands Bugged

When playing Azir. his kit is extremely buggy. his E constantly did nothing while taking the cooldown and no moving me 1 inch. out of combat. it seemed to work fine. but when moving soldiers the E was about a 75% chance that it wouldnt use anything.
