[Client]In-Match Hotkeys Disabled Bug

About a month ago, I found a bug playing certain champions on ARAM that would mysteriously lock me out of using abilities for the entire game. With some testing, I have found a way to replicate this bug, fix the bug temporarily, and perhaps some clues as to the cause of it. I'll include a link to my original bug report below.

Apparently, the bug is caused by alt tabbing while in loading screen or during gameplay. I've successfully replicated this bug on Howling Abyss (I don't play Summoner's Rift much if at all anymore for reasons not relevant to the topic) with Tahm Kench, Master Yi, Anivia, and Lucian. The fix for this is as simple as relogging, but not out of the game... out of the CLIENT. This leads me to believe the problem either has something to do with the way certain gameplay settings can be changed while not in a match, or how the new client functions while a game is in progress (I've noticed it remains popped up for some silly reason). Would appreciate if someone would take the time to look into this issue as it's been a month since my last post on this and this is the second time I've posted about a bug and it's gone unnoticed for SEVERAL patches.
