Not being able to leave respawn??

At the beginning of the game it will not allow me to leave the respawn by the shop, It also will not allow me to use any spells or recall in order to gain the ability to leave the area.

If I try to TP outside of the respawn spot it instantly makes my character run back, allowing enemy players to kill me. I ignored this as a lag issue in the last patch, but it keeps happening more often and has caused me queues for being unable to move my champion. (everything else in the game is moving perfectly fine) In the last game I played It also did not allow me to use chat or to press "ESC" to open up game opinions. Every click I made just pinged. Along with being stuck in respawn. Sometimes RC doesn't help.

I haven't a clue what could be wrong, but I am getting so frustrated It says my fps and ping are normal. Any ideas on what could be wrong? Has this happened to anyone else
