[GAMEPLAY] Malzahar - Malefic Visions CD doesn't work after damaging a target with Call of the Void

On Malzahar when using E (Malefic Visions) on a minion or champion and then applying Q (Call of the Void) doesn't refresh the Cooldown of E anymore. It happens in all the game mods like ARAM, Normals and Co-OP vs Ai. It's been 3 days already.
