Rank Borders and Champion Mastery Banner Not Showing During Loading [Enemy Side Only] [Gameplay]

Whenever I am in the loading screen, the enemy rank border and enemy champion mastery banner does not show, and makes it impossible to judge how good the enemies are without additional help, eg. lolking.net; This problems occurs every time. Repairing the game did not fix the problem.

Steps to Reproduce Problem: Start a game and wait until the loading screen pops up.

Frequency: Every game.
