Stuck At 33% & 99%???

So in the 5.9 patch just as with every other one thats installed, I get stuck at 99%. I wait about 10-15 minutes to see if it would finish but never does. So as usual i restart the client, then basically have to sit & wait for it to calculate the difference...which can take forever(its currently doing it as i type...still). So my question is why is this a constant issue??? not just me experiencing this issue. so has there been any effort to solve this? make the process faster? who wants to sit through a patch twice basically?
