Abilities not working bug

My ults and summoner spells do not work, as if they were still on cd, but the game claims they are off cooldown.

HOWEVER, my teamates see them as on cd when I see them as off CD.

To expand on that, my item actives are also experiencing this problem, when I mouse over them it says very cleary that they are not on cd, but I can't use them.

I also want to make very clear that I am not stupid and no in game "thing" is happening that is preventing me from using them (CC)

Please help, the only way for me to tell if I can use my ability is by using it.... thanks, Jake
