Champion Mastery post game bug ( visual)

After you complete a game, you don't see the animation where you gain the Mastery points/ the new rank. It's just a spinning blue circle around , waited for like 2minutes, nothing happened. Is this a bug or it's just me. I don't see the whole thing , nor my grades, nothing. Dunno if NA client behaves differently than EU one but here I may get a faster reply. EU is kinda dead.
