Ashe Frost Shot is deactivated for unknown reason

Ashe Frost Shot seems deactivated in some cases :

Roar-ed from Sion The icon for Frost Shot sometimes seems deactivated, but when i press Q nothing changes and then I repress Q and Frost Shot is reactivated.

I was playing Ashe yesterday and was having a similar issue. I do remember Sion being in the game as well.... I don't know if there is a relation but.... I would have to press Q a couple times for it to reactivate. It was pretty annoying....
