Morgana continues to move when a skill is used

Just played a match with Morgana, and this bug occurred twice. While my team and I was chasing an enemy down, I used her Bind toward the enemy, and while she was casting, she continued to move. I'm not sure if it makes sense but pretty much she did not stop while the skill was being shot. Usually there's like .5 seconds she takes to use a skill which interrupts her movement but the whole match it happened to me twice and gave me unfair advantage both times.

Also, just one match before, there was a Morgana on the enemy team, and end game during a team fight, she used Zonhya's Hourglass which stuns you in place after using her Ultimate, but she was able to move around in this state. I noticed it as well as my teammate which shouldn't have died for it and the Morgana as well. It wasn't lag because three people saw it happen. This leads me to think her movement is somehow bugged. I tried to recreate it a couple of times but I could not do it.

I hope someone else is having this issue so it can get fixed. It could be potentially overpowered especially while trying to escape or chase.
