[Client] - Spectator Mode - Show Character Hotkey Malfunction

The Show Character Hotkey in spectator mode fails to display detailed character information for the champion that I'm currently targeting. Changing the hotkey to another hotkey does not resolve the issue.

Steps to reproduce:

1. Spectate any game.
2. Select any champion in the game.
3. Press esc.
4. Click the Hotkeys tab on the left.
5. Scroll down until you see the Show Character Hotkey option.
6. Verify that Show Character Hotkey is set to C.
7. Close the Options menu.
8. Press C.
9. Notice that nothing happens.
10. Change the Show Character Hotkey to another hotkey using steps 3 through 5.
11. Close the Options menu.
12. Press the hotkey you specified in step 10.
13. Notice that nothing happens.

This issue occurs 100 percent of the time from both of my computers. One is running windows 7, the other is running windows 8.1.

Would appreciate this fix, it's actually more annoying than it seems.
