[BUG] item playability

there is several and I mean SEVERAL items that say can be played on certain maps from the item set creator but when I am in game that do not appear!!! lets just go with Lord Von Damm's Pillager for instance....it SAYS not available on howling abyss so I try to play it on Summoner's Rift but NOPE its not on my item set....WTF....this is only one of the SEVERAL and I mean SEVERAL I have come across that would be a great part of my item set for several champs but .... it says "this item is NOT available on the following maps:" and some don't even say which maps it can NOT be used on it just says "this item is not available on the following maps:" like Hextech Sweeper for instance, how about trying to use Odyn's Veil on summoner's rift = nope not happening!! Wicked Hatchet is not available on which maps??? maybe Entropy on Summoners Rift?? so RIOT please fix so we CAN use items on certain maps!!
