Champ Lock In Bug

I was last pick on my team and I pressed the lock in button to pick my champ at least 3 times, it didn't work and says I dodged. Hit me with a 15 minute wait time. Bug?

Same happened to me in my promotion series is there any chance this could be undone Riot it wud be nice also if you replied for once and showed you gave a shit about the people playing your game
