Bug during champ selec

I was in the champ selct and I was last pick. After the enemy team timer expired I was going to pick my own champion but.. another timer started for the enemy team and I couldn't make my pick. I got removed for not chosing a champion and lost 3 points. Is this some kind of bug? Anyone else experienced this?
