Can not sign into my account

Hello their League community, my friend is having trouble signing into his account, when he tries to sign in with his password it says that they cant find a combination with the email and password. When he tries to recover his password the email never gets sent to him. We both have did reset password maybe 13 times today, one every hour and nothing comes through. Can anyone help or know how to fix this?
