[GAMEPLAY] Bug with Ryze E and Predator keystone

I took predator on ryze and i noticed that using E with Predator active makes the spell spread even though the target didn't have any E proc's on. the bug is really easy to replicate:

1. activate predator
2. use e on a target
3. e spreads it worked every time when tested on the practice tool. i think it could have some game breaking potential perhaps in teamfights. not like anybody actually takes predator on ryze tho, but still thought this should be reported
