Azir putting turrets on turrets that are not down yet

I was playing Azir today, and was able to put my passive on a turret that wasn't down yet, and there was also the icon of putting the turret up on thebase(where you heal and buy items, dunno the name of it), took a print screen but lost it somewhere.
