[BUG]
Banshee's Veil's passive is a shield that blocks the next ability hit on the champion. However it doesn't count Morgana's W as an ability. Is it supposed to be like this or a bug?

That is intended and has been like that since the item's inception. It is a hard counter to Morgana along with QSS.
Of course that would be called counter buliding. An idea from ancient times that only people in master/challenger are smart enough to do.
We can't speak more of this. Morgana has counter play. These words are heresey. GO NOW. ITS NOT SAFE FOR YOU HERE. Quick. Make a post in gameplay about Morgana being overpowered and perhaps the gods will forgive you.
