Jayce R Bug?

I don't know if it's a bug or not but I noticed after Jayce was down for awhile and then came back up, his R is completely leveled up in start of game. Like I said, I don't know if it's a bug or not but I read through patch notes and didn't see anything about his R becoming completely full as soon as the game starts. Game play isn't affected in my opinion, but it just doesn't seem right.
