Rammus got 96mr at Lv16, is it possible?

I just played a game 2hr ago as amumu jungle vs enemy rammus. The Rammus only got a mr item Negatron Cloak at Lv16 but got 136mr without using skill or enemy champion around him. If he use his W, he got 2xx magic defense. That means his base mr is 136-Negatron Cloak=136-40=96. I wonder how can this be? I try to replay that game with BaronReplays but it fails. Today all other games can replay successfully but this game not. I wonder if its'a bug or not. we can't kill that rammus with ad or ap. Scaling MR runes. you're also not accounting for +5 MR from masteries, the +5% bonus, and the additional MR/armor he gets for being near enemy champions.

So no, he would have around 60 base mres.

Looking at all the potential sources for MR without items, it's easily within the realm of reason for Rammus to reach 136 MR with just a Negatron at level 16. Just a basic loadout for a 0/21/9 or 9/21/0 mastery setup and basic runes he'd reach 134-135 MR by that level, so assuming he dropped some of the masteries it's highly likely he just used a couple extra MR runes.

50 base MR at 16 + 23 from runes + 5 from masteries = 78 + 40 = 118

That's not even counting the +5% or anything else. He wasn't cheating and it's not a bug.
