Can someone have 100% crit chance at level 1? (bug, runes, or hacks?)

I was in a ranked game with a enemy xin zhao that went top and had 100% crit chance at level 1 and destroyed our top laner. I was just wondering if this is a bug or a hack? or is it possible to do?

Its cause the "new" W gives a 100% crit chance at 3rd hit, but that crit is only 25% effective (125% of damage for that hit)
