300 fps on PBE >70 on Live

Ive looked for over a month now for solutions but nothing works, I've tried all the different solutions posted on other boards but nothing helps, from capping and uncapping fps to using the hextech repair tool. It makes no sense to me, Ive even gone as far as to mess with my 3D settings for my graphics card to no avail Amumu I have a gtx 1070 so I should be averaging around 200+ like I do on the PBE yet I don' t. I have both the Live client and the PBE installed on my SSD drive so there shouldn't be a problem there. Ive also Noticed other people have the same problem. Does anyone have a fix? Is this a known issue? If so is it going to be fixed any time soon? Please someone help Im losing my mind PepeHands summoner 3

Stupid question, what is the refresh rate of your monitor? Would having 70 FPS actually affect you (IE your monitor's refresh rate is above 60)?

Im just genuinely confused as to whats happening, is it an issue in the coding or something because thats the only thing I can think of, I have the same settings on both but such a large discrepancy in fps
