Low priority queue bug

So i've gotten the 'low priority queue' punishment and I turned it on so the 20 minuets go on while i play overwatch. When i came back to it after 20 minuets the right qeue timer said 21:00 minuets while the middle low priority queue timer said 17 mineuts. I understand low priority queue ment to punish you but i wasted about 40 minuets on this 'bug'(?) having to wait 3 times the low priority queue couting as 1 trying to get into a game.

This might have been linked with overwatch client? but when i turned overwatch off the low priority queue timer reset again until i waited out 4 low priority queue timers and for some reason after 4 timers i finally got into a game.
