Soraka Warmogs Bug

I've been playing a lot of Soraka recently, and of course, build Warmogs. However, Warmogs doesn't give me the health regen passive even though I haven't taken any damage at all and have only used my W to heal. item 3070 Soraka item 3070

You don't get the regen unless you have more than 3000 max HP. Which I'm guessing you did not have.
