[Gameplay] DoT's Proccing Thunderlords Decree.

A had used Tormented Soil ( W ) on me, and very rapidly without any other attacks or spells I had noticed Thunderlord's Decree had procced. Considering it reads "Your 3rd attack or spell" I don't think this was the intended way for it to be used.
