[Gameplay] DoT's Proccing Thunderlords Decree.

A had used Tormented Soil ( W ) on me, and very rapidly without any other attacks or spells I had noticed Thunderlord's Decree had procced. Considering it reads "Your 3rd attack or spell" I don't think this was the intended way for it to be used.

Because the masterie works on INSTANCES of damage, just like with anivias Ult, its happened there too, or with Malzahars E

Half true ppl since swain or malzahar E don't proc it only none passive none single target spells count as more than one Morgana W malzahar W miss fortune E etc
