If you have [Hail of Blades / Lethal Tempo] on Sion and you die while it's ready to be used. The passive will trigger [Hail of Blades / Lethal Tempo], but it won't give him any attack speed even though it's supposed to raise the attack speed limit. Lethal Tempo used to work with Sion's passive, but it must have been glitched as some point.
I've never tried lethal tempo with Sion's passive, so I didn't know if it worked with it or not, but the way I understood it is the passive sets your attack speed to 1.75 regardless of how much you had before or after so that sounds like it would override lethal and hail but idk.
This is not a bug, Sion's passive has fixed attack speed at 1.75.
Dealing 10% max hp per hit with 5 attack speed would be a bit too strong.
It does give you attack speed, but works off the base attack speed you have. If you have .6AS out of passive for example, a 100% increase from Hail of Blades would only put you at 1.2AS which is lower than 1.75AS. However if you have enough AS to break the 1.75 mark, you will be able to have more AS than that for the rest of the passive's duration.
