Cannot Connect check network after champ select on spash screen

I know what everyone is thinking.... does your internet work.... have you checked your firewall...... ect... That is not the problem. I have the issue on two separate accounts. I have the issue on two computers. My friend down the street has the issue. Note: If I connect to the North Latin American server it works fine........... I am in Honduras. Wondering if the issue could be related to some kind of Gateway between Honduras and the US ? The issue started abruptly, this morning.
