Luden's Echo / Needlessly Large Rod on Twisted Treeline [3v3]

Echo is available to be purchased on Twisted Treeline map, but Needlessly Large Rod isn't listed in the shop unless Echo is selected. However, Needless Rod cannot be purchased by itself.

It has happened once in a normal 3s game and I tried replicating it twice in custom games. The screenshots are from my most recent attempt.

Could use some confirmation; whether it's just me or everyone is experiencing this.
